Background
Based on a Cabinet decision in 2001, a central agency was established to coordinate and consider all applications for filming and performance by foreign artistes. The application process is through a one-stop process managed by the ministry which is now known as the Ministry of Communications and Digital. A committee, i.e. PUSPAL Committee, was established which is represented by several government agencies responsible for considering applications for filming and performance by foreign artistes. Its Secretariat Unit is responsible for coordinating and processing all the applications.

VISION
- Memproses permohonan penggambaran filem dan persembahan artis luar negara dalam tempoh 14 hari bekerja dari tarikh penerimaan dokumen yang lengkap
MISION
- Mengurus permohonan penggambaran filem dan persembahan artis luar negara secara responsif, cekap dan berkesan
OBJECTIVES
- Memastikan urusan kemasukan artis dan kru luar negara bagi tujuan penggambaran filem dan persembahan dilaksanakan dengan cekap dan teratur
- Memastikan tiada penggambaran filem dan persembahan artis luar negara yang tidak mematuhi undang-undang
- Menyelaras, menggalak, memelihara dan mempermudahkan proses permohonan demi kemajuan industri perfileman dan persembahan artis luar negara di dalam negara
Functions & Roles
- To receive and process applications for filming and performance by foreign artistes
- To collect withholding tax on behalf of the Inland Revenue Board and the professional visit pass fee on behalf of the Immigration Department and subsequently remit them to the agencies
- To manage regular meetings of the PUSPAL Committee (weekly)
- To inform applicants of the decision
- To jointly coordinate and monitor with relevant government agencies the filming and performance of
foreign artistes to ensure the compliance with regulations - To receive and disseminate information regarding breach of PUSPAL regulations to the relevant
government agencies for their action according to their respective jurisdictions - To give advice relating to filming and performance by foreign artistes

- Memberi perkhidmatan yang cekap, mesra, adil dan saksama
- Memproses permohonan penggambaran filem dan persembahan artis luar negara dalam tempoh 14 hari bekerja dari tarikh penerimaan dokumen yang lengkap
- Membantu menguruskan aduan dan menyalurkan maklumat pelanggaran syarat PUSPAL/undang-undang kepada Agensi Kerajaan berkaitan mengikut bidang kuasa masing-masing
- Membantu memberikan khidmat nasihat berkaitan permohonan penggambaran filem dan persembahan artis luar negara
- Membantu menyelaras aktiviti promosi PUSPAL mengikut perancangan yang telah ditetapkan
