Background


The history of the Development Division began in 2004 when it was placed under the Ministry of Culture, Arts and Heritage. On 8 March 2008, upon gaining the unity portfolio, the ministry became known as the Ministry of Unity, Culture, Arts and Heritage. On 9 April 2009, the Development Division was entrusted to oversee all development projects under the Ministry of Information, Communication and Culture. After the restructuring of the ministry by the Prime Minister on 2nd December 2022, the division was placed under the Ministry of Communications and Digital.

Vision, Mission & Objectives


VISION
  • To develop quality physical and non-physical projects of the ministry

MISSION
  • To plan, implement, monitor and evaluate the development projects of the ministry in an efficient and effective manner

OBJECTIVE
  • To plan and coordinate development projects to be implemented by the ministry and its departments/agencies and monitor the physical progress and finance of projects undertaken by the ministry’s departments/agencies

Functions & Roles

  • To plan and coordinate new projects for the five-year plans jointly with agencies under the ministry
  • To manage and monitor physical projects under the ministry or its agencies
  • To prepare the annual development budget allocation under the Five-Year Malaysia Plan and supplementary allocation application for all projects under the ministry
  • To prepare a report on the financial and physical performance of development projects under the ministry and its agencies
  • To prepare a proposal for the development plan concept of a physical project for approval of the management
  • To update the ministry’s Development Project Monitoring System (SPP II) database
  • To establish relations with central agencies relating to development projects
  • To coordinate privatised projects under the ministry
  • To serve as secretariat for meetings of the Development Implementation Committee at the ministry
  • To be a member of the Project Development Committees established by departments/agencies

Client's Charter

  • To issue allocation warrants within two weeks of the date of approval
  • To certify claims for payment within 2 days of the date of receipt of the claims
  • To prepare monthly reports on the financial/physical performance of projects
  • To conduct site meetings once a month
  • To ensure that projects are received within 2 weeks of the date of the Certificate of Practical Completion (CPC)
