Background

The Content Development Division has been entrusted that are expected to have an impact on determining the direction of development in communications and digitalcontents in a creative and innovative manner.

Vision, Mission & Objectives

VISION

  • To be the key player in communications and digital content development towards realising the 1Malaysia concept.

MISSION

  • To create a policy environment that is strategic, responsive and innovative in promoting dynamic and competitive content development.

OBJECTIVE

  • To plan, coordinate, implement and monitor the development of the creative content industry, broadcasting and network as well as postal services.

Functions & Roles

Creative Industry Content Branch

Creative Content Development Unit

  • To monitor, supervise and review the implementation performance of the Creative Industry Policy under the NKEA-Communications Content and Infrastructure programme
  • To provide new policies relating to the creative industry and National Creative Industry Consultative Council;
  • To participate in the 11th Malaysia Plan Creative Industry Technical Working Group
  • To assist and coordinate the Pitching Centre/OSC
  • To develop a Database Repository for creative industry project evaluation
  • To improve competitiveness of the local creative content industry at the global level;
  • To participate in committees involving MDeC and MCMC

         o Steering Committee for Creative Industry Lifelong Learning Programme (CILLP)
         o Evaluation Committee for ICONDAP (Developer Assistance Programme)
         o Evaluation Committee for Bumiputera Content Incentives (BCI2)
         o Evaluation Committee for MSC Malaysia Animation and Creative Content Centre (MAC3)
         o Network Media Content Research Committee Meeting

Creative Industry Policy Unit

  • To monitor and supervise the implementation of the creative industry action plan by acting as secretariat for the following committees:

       o DKIN Implementation Action Committee;
       o Film and TV Creative Content Committee (Script Bank);
       o DKIN Human Capital Development Committee;
       o MTV Matching Grant Evaluation Committee;
       o Evaluation Committee for Support of Artiste Visits Abroad;
       o Music Industry Policy Committee;
       o Contemporary Ethnic Album Committee

  • KL Converge

The programme is composed of conferences/exhibitions/markets concerning aspects of the communications and creative industry. The objectives of its organisation are as follows:


      o To be a leading market for the communications and ICT industries in Southeast Asia as well as in Asia;
      o To improve integration/sharing of resources and experience among entrepreneurs in the communications and ICT industries and to be a platform for regional and international
         trade and economic cooperation;
      o To promote products of the local creative industry and bring awareness to the public of the national     
         creative industry; and
      o To give recognition to entrepreneurs and industry players in the communications and ICT industries for
         developing the Malaysian economy

Broadcasting and Network Content Branch

  • To coordinate, implement and monitor policies on broadcasting and network content;
  • To coordinate, implement and monitor policies for the broadcasting and network content development programme;
  • To coordinate, implement and monitor compliance of private radio and tv stations to ensure they comply with the regulations and guidelines set by the government;
  • To coordinate and monitor cases of website content abuse especially that which touches on Malaysians sensitivities

Postal Industry Content Branch

  • To creating a more comprehensive postal legal and regulatory instrument to ensure the interests of the people and the country continue to be safeguarded;
  • To develop a National Postal Strategy with an aggressive and orderly development agenda to meet the constantly changing needs of users, a sign and operating environment driven by the information revolution, globalisation and the ever-changing economic environment;
  • To ensure continued access to postal services in rural areas ;
  • To rationalise rates of domestic and international postal services as appropriate from time to time;
  • To maintain Malaysia's membership in regional and international postal organisations, namely the Asian Pacific Postal Union and Universal Postal Union (UPU), to express national views and highlight national policy issues at the international level; and
  • To establish a standing committee via cooperation between the ministry, MCMC and Pos Malaysia Berhad to coordinate, discuss and act on matters and issues relating to postal and courier services

National Postal Strategy

The National Postal Strategy is a postal and courier sector development plan to meet commercial and social needs for national postal industry content. It is founded on five pillars:

  • Sustainable universal postal service
  • Improvement of the quality of service
  • Improvement in productivity
  • Promotion of industry growth
  • Stimulation of development at the international level

Client's Charter

A. Consumers

  • To ensure consumers receive efficient service through the provision of integrated and high quality infrastructure by the communications industry
  • To ensure communications services are provided equally, securely, reliably, continuously and affordably
  • To ensure complaints are given a preliminary response after 3 days of receipt and detailed feedback 1 month from the date of receipt

B. Industry

  • To ensure the environment is conducive for the development of the communications industry
  • To promote use of the latest technology for the development of the communications industry through continuous research and development
  • To ensure a sound regulatory system based on existing policies, regulations and guidelines
  • To ensure a preliminary response is given for licence applications and amendment of licence conditions 7 days after receipt and the decision within 30 days of receipt of the applications

C. Regulatory Body

  • To ensure a regulatory system that is transparent, fair and progressive to promote the development of the communications industry
  • To ensure an ongoing management support system for implementation of an effective regulatory system
  • To ensure communications services are implemented according to specified quality standards
  • To ensure feedback on proposals and recommendations made by the MCMC to the minister is given within 2 weeks of the date of receipt

D. Stakeholders

  • To ensure the needs of stakeholders are managed in accordance with specified standards and time
  • To ensure action is taken according to the minister’s directives and Cabinet decision within 7 days
