Vision, Mission & Objectives

VISION
  • To be a key player in the development of the communications sector to realise the 1Malaysia concept.
MISSION
  • To create a policy environment that is strategic, responsive and innovative in promoting a dynamic and competitive communications industry.
OBJECTIVE
  • To plan, coordinate and implement communications policies comprehensively and coordinate international relations in the field of communications at bilateral, regional and multilateral levels.

Functions & Roles

  • To plan, formulate, coordinate and implement communications policies in general and in particular with respect to international relations such as liberalisation of the communications service sector and so on.

  • To actively participate by expressing Malaysian views and stance in regional and international forums and meetings, and promote Malaysian entities for regional and international positions in order to play an active role in the development of global communications.

Client's Charter

A. Consumers

  • To ensure consumers receive efficient service through provision of integrated and quality infrastructure by the communications industry
  • To ensure communications services are provided equally, securely, reliably, continuously and affordably
  • To ensure a preliminary response is given for complaints 3 days after receipt and detailed feedback 1 month from the date of receipt

B. Industry

  • To ensure the environment is conducive for development of the communications industry
  • To promote use of the latest technology for development of the communications industry through continuous research and development
  • To ensure a sound regulatory system based on existing policies, regulations and guidelines
  • To ensure licence applications and amendment of licence conditions are given a preliminary response 7 days after receipt and the decision within 30 days of receipt of complete applications

C. Regulatory Body

  • To ensure a regulatory system that is transparent, fair and progressive to promote development of the communications industry
  • To ensure an ongoing management support system for implementation of an effective regulatory system
  • To ensure communications services are implemented according to specified quality standards
  • To ensure feedback on proposals and recommendations made by the MCMC to the minister is given within 2 weeks of the date of receipt

D. Stakeholders

  • To ensure the needs of stakeholders are managed in accordance with the specified standards and time
  • To ensure action is taken in accordance with the minister’s directives and Cabinet decision within 7 days

DHA Participation at International Level


The division coordinates Malaysian participation in international forums so that its presence in each meeting has a positive impact and is beneficial to the country and the participants. Among the international forums attended by Malaysia are as follows:

  • International Telecommunications Union (ITU)
  • Asia-Pacific Telecommunity (APT)
  • Commonwealth Telecommunications Organisation (CTO)
  • Trade Liberalisation
  • ASEAN TELSOM / TELMIN
  • Asia-Pacific Economic Cooperation Telecommunications and Information Working Group Meetings (APEC TEL)
  • International Telecommunications Satellite Organisation (ITSO)
  • International Maritime Satellite Organisation (IMSO)
